Industry Profile: Stephen Bailey

(CelebrityAccess MediaWire) Stephen Bailey wears many hats in the music industry from associate director of the Delaware Center for the Arts/Grand Opera House to president/founder of the Eastern Performing Arts Center Coalition (EPACC) to agent/tour coordinator for the David Bromberg Band, David Bromberg Quartet, An Evening of American Acoustic Music and agent/manager for Habana Sax.

Stephen has been associated with the music business in one form or another going back to high school. Like some of his contemporaries, upon discovering that he had little aptitude for playing or creating music, he was drawn to the other aspects of that world. Booking garage bands, hauling and setting up equipment for shows, running sound and lights and keeping track of finances were all things that Stephen would be doing as early as his junior year in high school. His first real gig, while still in his teens, was working as the audio engineer for a regional rock and roll band on tours of New England. "I was paid $45 a week and had to buy my own meals on the road," he reminisces. "In my mind I had hit the Big Time. I was working in the music business."

In his early twenties Stephen decided go set out for a look at the world. Much to the disappointment of his parents that "look at the world" turned into nearly seven years. In those years he traveled to places like India, Afghanistan, Iran, Turkey, and Africa. "I'd come back to the States long enough to grab a job, save money and hit the road again," he says. "My parents had visions of me being a son that would achieve something a bit more substantial than having a passport full of exotic visa stamps. Living in a mud hut and planting rice with farmers in south India didn't really amount to much in their eyes."

In those travels he was drawn to the music of each of the countries he visited. "This was a time when the label 'world music' didn't exist, and I often wondered what my friends back home would think of some of the stuff I was hearing," reflects Stephen. "Hair bands, rock and roll and the birth of punk were the order of the day in the states."

Stephen finally returned back home around 1980. "I remember sitting on a remote beach in North Africa, and someone walked up to me with a tattered three week old copy of Newsweek with a cover story about the assassination of John Lennon," states Stephen. "That was it. I thought I'm never going back." It was sometime shortly after that, that reality, in the form of an empty wallet, finally convinced him to return home.

There were a series of jobs in the restaurant/hotel industry but music kept calling. The owner of a restaurant/club in Portland, Maine asked Stephen to take over management duties and to help start a national music series. The club, Raoul's, and the music series took off like a rocket.

"That period was my real introduction to the business side of presenting live music, and while I liked the excitement of the lights going down and the artist taking the stage to thunderous applause, I wasn't too sure I liked the business side of things. Hanging out with John Hammond, Warren Zevon, John Hiatt, David Bromberg and a bunch of other great musicians was a dream come true. When Warren walks onto your stage with Timothy B. Schmidt and Dan Dugmore as accompanying musicians or John Hiatt brings the Goners to your little club you think you own the world."

The club gig lasted about three years until Bromberg asked Stephen to go out on the road with him as tour manager/front-of-house engineer. Bromberg was also being asked to produce recording sessions, and Bailey served as project/session manager on work with Bob Dylan and then with Edie Brickell. After a few years Bromberg began to tour less and less and it was time for Stephen to find a steady job.

Although he continued to tour with Bromberg, Stephen took a job as the production manager/program director at the newly renovated State Theatre in Portland, Maine. "We really came flying out of the gate as the new and best place to hear live music in Maine," says Stephen. "It was after little more than a year that the owners of the theatre decided they weren't cut out for the music business and decided that they wanted to sell."

Stephen got involved in a partnership that came up with a plan to keep the theater going through a lease agreement with the owners. Bob Dylan, Sarah McLachlan, Dave Matthews, Barenaked Ladies, Tori Amos and a host of others played the State Theatre. Dylan came back for a total of seven or eight shows over a period of two years.

"The theater did well for a few years, but the owners of the building proved increasingly difficult to deal with, and the Don Law Company was unhappy with the theater being in the market. We tried to negotiate with the owners, and we tried to negotiate with Don Law, but it was obvious that both wanted us gone."

The State Theatre closed in 1996, and Stephen moved on to other projects. He formed Rainwater Concerts and began promoting shows in Maine, but after he produced a few Bob Dylan shows, he was back on the Don Law radar screen. Bailey also founded the Eastern Performing Arts Center Coalition (EPACC) around this time to help other performing arts centers get access to some of the artists he had been presenting and to offer advice and guidance to those venues. Bailey left Maine in 1997 and ended up settling in Florida while continuing to work on the EPACC project.

"It was great," he enthuses. "I played tennis seven mornings a week for two hours and then would come back to the house and sit by the pool with my laptop and phone. Job offers would come periodically, but the thought of working for someone else didn't appeal to me. One day I got a call from one of my clients, The Grand Opera House, and the executive director asked me if I would consider coming to work for him. I immediately said 'no' because the thought of changing my situation just didn't appeal to me. I was about to get married and wanted to stay where I was. He was persistent and ended up giving me a great job with the freedom I was used to having on my own."

The Grand Opera House allowed Stephen to continue cultivating the EPACC project and to commute regularly to Florida to be with his future wife. In 2001 Stephen and his wife purchased a house in Delaware and made the move north. They still own a house in Florida, but Delaware is their permanent residence for now. The Delaware Center for the Arts, which includes the Grand Opera House, consists of two full production theaters, a music school, dance school, five rehearsal studios, recording studio, and is also home to the Delaware Symphony and Opera Delaware.

In the seven years since Bailey founded EPACC he has added a booking and artist management component. David Bromberg is booked by EPACC, and Bailey also manages and books the Cuban Jazz group Habana Sax. This year Habana Sax released their newest CD with the legendary Cuban pianist Chu Chu Valdez appearing as a guest musician. The group has toured the U.S. four times and is due back this summer for an extensive run at U.S. festivals. When they are not in the U.S., they tour Europe primarily but can also been found in some pretty exotic places like Bali and Martinique. Bailey makes frequent trips to Cuba as part of an ongoing music research and cultivation project in association with Cuban arts, music and teaching institutions.

,b>Can you expand on the EPACC?
EPACC was conceived for two reasons. First, I wanted to give colleagues an opportunity to have better access to the agents that work primarily in the for profit commercial promoter arena. I was concerned that buyers who had little or no experience in the general structure of that world would have trouble securing artists for their venues. The other reason for the birth of EPACC was to begin educating agents and managers about our existence and the benefits of touring these wonderful venues.

It's been a long process and I've been accused of being somewhat of a broken record but after years of wagging my finger at agents and managers and lecturing them about the benefits of touring their artists in performing arts venues, they now call me when they need information or advice about the performing arts industry. So many of the established touring artists have an older audience now that simply refuses to pay ridiculous ticket prices and surcharges along with high concessions and parking fees. Our audiences know us and have a loyalty to the venue and the organization.

We're on Main Street in their communities, and we're woven into the fabric of their daily lives and that leads to trust and support. The consolidation that everyone has moaned about in the concert industry over the last six or seven years has helped the performing arts presenter immensely. It has driven the commercial promoter audience to our doorstep. The transition is in full swing, and the agents, managers and artists who "get it" are doing an increasing level of business with performing arts centers every day.

When I go to traditional arts conferences like APAP in New York and see Monterey, William Morris, CAA, ICM, High Road Touring and other mainstream agencies represented, I get a lot of satisfaction from knowing the part that I and other PAC presenters played in this transition. Eight or nine years ago APAP and the regional arts conferences were predominately the place to buy dance, theater and classical offerings. This year's menu included Jethro Tull, Billy Idol, CS&N and an endless list of what used to be commercial promoter fare. The simple fact of the matter is that we do it better than anyone. Our venues are renovated, clean and comfortable. Our ticket prices and surcharges are reasonable, parking is either free or low cost and concession prices reflect reality not predation. Our venues and staff are user-friendly to both audience and artist. Our production capabilities handle everything from 100-piece symphonies to full-blown rock productions with production staff who often average over 150 productions a year. We still feel that it's "about the music" and not about ancillary income streams.

The suits showed up a few years ago and hijacked the live concert experience and drove it down a road that audiences didn't want to be on. We'll just keep doing what we've always done and continue to offer ourselves as the alternative platform for touring."

Is there a difference between Eastern Performing Arts Center Coalition and EPACC Artists?
EPACC & EPACC Artists exist under the same roof but have different functions. EPACC is primarily a clearinghouse for arts related information and resources. While most of our energy is devoted to programming initiatives for non-profit performing arts centers, it also serves as a consulting apparatus for the non-profit industry. We deal less in concept and more in the nuts and bolts issues of the performing arts world. Production, programming, ticketing, fund raising and building issues are our main areas of expertise.

EPACC Artists is more of a booking and management project. We look for artists who want to tour primarily in PACs and are willing to structure that activity according to the way PACs program. The average mainstream artist doesn't like to commit to booking shows very far in advance and PACs like to program 10-12 months out in order to create intricate marketing materials. In the case of the Grand Opera House, we create full color brochures with a mail drop in excess of 100,000 households. That's a pretty powerful tool when you're trying to maximize ticket sales. I'm seeing the artists that are proactive about their careers looking more and more at PACs as a way to increase and sustain ticket sales. It stands to reason that you don't necessarily need a new CD or a recent Grammy award in order to sell tickets when your face is plastered all over 100,000 refrigerators in the region.

Who are the EPACC members?
There is no official membership to EPACC. Presenters who have trouble getting the attention of agents or getting reasonable fee quotes are the ones most inclined to participate. In this era of consolidation most agents don't have the time to speak with a presenter who is looking for an isolated play in a secondary market. They speak with those buyers who are buying multiple shows in multiple markets with an overall routing sensibility. In essence EPACC coordinates a segment of a tour and delivers a slightly evolved routing and guarantee strategy to agents and managers.

I don't know too many agents or managers who don't like having a portion of their work done for them. Some agencies, like Monterey Peninsula Artists in California, have endorsed and participated in the concept from the beginning, others have a peculiar fear about people organizing. We try to eliminate that fear with positive results. If an agent has tour going out that has a weekly nut of $150,000 and we deliver a multiple play package that achieves that goal, they're happy. They don't care that the Tuesday night fee was $27,500 because the Saturday play was likely $35,000.

Participation is based on the individual needs of non-profit presenters all over the country. The focus has been primarily programming so when we work with an artist that has consensus appeal we sometimes see 25-40 presenters who participate in an attempt to route these artists through our venues. The geographic focus has been the mid-Atlantic and northeast region of the country.

Does the EPACC meet on its own like APAP?
Most of the EPACC participants belong to APAP, the Consortium of Eastern Regional Theaters and other official membership organizations so we see each other at those gatherings and conferences. Most of our business interaction is Internet based.

How have bookings at the Grand Opera House changed over the past five years?
I was recruited by the Grand Opera House primarily to bring a different concept to the overall programming. Ken Wesler, the executive director, saw PAC audience trends changing much earlier than anyone else in the performing arts world. He had already began to program a lot more of the mainstream, popular artists in the 1990's, and I think he felt that teaming up with me would accelerate that process. Although we still offer traditional and classical art in a subscriber based season, we now insert many of those popular, mainstream artists into our season and also do much more short term, opportunity bookings.

We have a full production complex that includes theaters outfitted with complete audio and lighting -- Delaware Center for the Arts: Grand Opera House - 1,200 seats; Baby Grand Theatre - 300 seats; Grand School of Dance - 700 students; Grand School of Music - 160 students; Practice Room 1 is used for conducting music lessons; Practice Room 2 is used for conducting music lessons; Practice Room 3 is used for conducting music lessons; Practice Room 4 is used for conducting music lessons; Studio 1 - largest sprung wood dance floor studio in Delaware; Studio 2 multi-use rehearsal & meeting space; Studio 3a - dance studio with sprung wood dance floor; Studio 3b multi-use rehearsal & meeting space; Studio 4 multi-use rehearsal & meeting space; Meeting room 1 capacity - 150 for receptions & meetings; Meeting room 2 - capacity 150 for receptions & meetings; Recording Studio is a 32-track digital.

We also produce shows outside of the Delaware Center for the Arts at the new 6,000-seat baseball stadium in Wilmington and are looking to do more of that sort of thing. It's great to assume the posture of an aggressive, commercial promoter and then take the $50,000 that you made on a stadium show and turn it into free music lessons for inner city kids or fund a statewide reading program in the Delaware school system. I sleep very well at night.

How do you do all the things you do time wise?
I've developed a very advanced ability to juggle. I try to make each thing that I do connect to all of the other things I do. I usually stay away from projects that won't fit into things currently on my plate. For example, when the Cuban group Habana Sax asked me to manage and book them, I agreed because the work that I do for them involves talking to mostly the same people that I already speak with on a regular basis.

There was a period where I would come into the office at 6:30 or 7:00 in the morning and leave at 7:00 or 8:00 at night, but in the past year I've made a conscious effort to clear a lot of things off my desk. I really try to stick to a 9-to-5 schedule and for the most part I'm successful. My wife and I bought a house last year that's outfitted with a professional chef's kitchen, and we make it a point to cook at least five nights a week. Both of us are very busy, but that's our time together, and we very seldom sacrifice it. We find cooking and a passion for great wine to be a tremendous release. She has absolutely no interest in the music business, and I know nothing about dental surgery so our conversations actually tend to be interesting.

What's up with Bromberg?
David is actually entering a period on renewed tour activity. I've worked with him for 15 or16 years, and most of that time he was pretty much retired. It always bothered me that the live shows were so wonderful and the fans so dedicated, and he didn't want to go out and play. I certainly understood that his first priority was raising a family, but the calls for him to play just kept coming. A little over a year ago he moved here to Wilmington. It put us close together and it got me talking to him about touring again. With his kids grown now, it began to take shape. We find that both of us are too busy to do it all that much, but he does agree to go out and play semi-regularly now. He does the stuff he wants to do. We have a tendency to work with some of the old promoters he used to work with, and we have the luxury of staying away from the less attractive aspects of the business. I do most of the booking although we do some things with Keith Case & Associates because David likes and respects that operation.

With so much of what you do being focused on the touring/booking aspect of music why not work for an agency?
Over the years I've occasionally gotten offers from agencies but I've had a hard time considering them seriously. Doing what I do gives me the opportunity to practice what I preach. My style and general way of doing things likely wouldn't fit in a traditional agency setting. Although I believe that it's all about the artist, I also believe that it's about a deeper equation that has to exist between the artist and the presenter. I have the luxury of being intimately familiar with both sides of this equation and that helps tremendously when I'm called on to wear either or both hats. Touring with David Bromberg is probably the best example. David is one of the few artists that I know who specifically asks me with each show how the presenter is doing. If the show needs help, he makes himself available for press regardless of his schedule. He sincerely cares that the presenter be successful, and he does what it takes to ensure that. We're playing a show this month that is a payback to a promoter who didn't do so well on a show almost four years ago. It is for less money and in a much smaller capacity setting than you'd ever find David, but the score is settled. The show sold out in a few days, and the buyer/seller relationship is what it should be.

First concert attended
It was either Sam the Sham & the Pharaohs with ? & the Mysterians in Holyoke, Mass., or Spirit, Canned Heat and the Turtles at the Bushnell in Hartford. Both occurred in the same year and were very close together. I know it was in the late 60's, but I can't remember the exact year.

First concert worked
Technically it would have been the Summer Jam at Watkins Glen (NY) in 1973 with the Grateful Dead, The Band and The Allman Brothers Band. My friend's brother was a stagehand on the festival, and we tagged along and ended up doing unpaid odd jobs backstage over three days.

First industry job
I worked production for a regional rock and roll band, hauling gear and setting up the shows and doing front of house sound.

Career highlights
I've been fortunate to have had a lot of great moments, but I guess being the project coordinator for some recording sessions with Bob Dylan would be right up there. I was also the coordinator on sessions with Edie Brickell, and we did the work in two legendary NYC studios, Electric Lady Studios and The Power Station. These projects stand out because being in the studio with musicians as they work strips away most of the bullshit of the music business. That atmosphere reminded me all the things that attracted me to music so many years ago.

Career disappointment
Not seeing the Bob Dylan recording sessions released.

Greatest challenge
To get up everyday and not believe Dr. Hunter S. Thompson's quote about the music business which went something like: " The music business is a cruel and shallow money trench, a long plastic hallway where thieves and pimps run free and good men and women die like dogs." So while I don't believe the good Doctor, I have that quote posted above my computer screen as a reminder to be on guard for thieves and pimps.

Best business decision
Marrying my wife. She absolutely refuses to compromise when it comes to integrity and loyalty and that has taught me more about proper business than anything I can think of.

Best advice you received
Someone once told me that an artist would return to my venue if the food was good. We provide the best catering in the industry. We specialize in exotic island cuisine, but our chef can cook from vegan to down-home to classic.

Best advice to offer
Serve good food! Pretty profound eh?

Most memorable industry experience
Watching the audience at the State Theatre as Bob Dylan walked out on stage to play before 1,400 people two days before he would play Woodstock II before over 300,000 people and knowing that I made it happen.

What friends would be surprised to learn about you
That I'm a graduate of a professional race car driving school and that once or twice a year, I strap myself into an open wheel formula car and race around a track at speeds that would make you throw up.
